Associate Vice Chancellor Maritime - Maritime Campus
FUNCTION: Provides executive leadership, plans and implements strategic focus, assesses national and international maritime transportation trends and related critical issues, and develops tactics and measurements to ensure the achievement of short- and long-term strategic objectives for the San Jacinto College (SJC) Maritime Program in alignment with local industry needs and the strategic plan of San Jacinto College. Ensures day to day program success by overseeing the implementation and management of activities designed to deliver a comprehensive academic Maritime Program that provides individuals the opportunity to earn an Associate of Applied Science in Maritime related disciplines, maintain present certification levels or gain higher level certifications as required by the United States Coast Guard (USCG). Establishes and maintains productive relationships with key external stakeholders including leaders of local, state, and national maritime training and educational organizations, companies critical to the maritime industry, and governmental agencies including Congressional funding/policy officials, the Department of Transportation and the Maritime Administration. Ensures and is overall responsible for the oversight of maritime program operations and management of personnel, budget, facilities, program marketing and recruitment efforts, program and course development, pricing structure recommendations, and inclusion, and a culture of excellence through collaboration, cooperation, open communication, and transparency. Ensures that a safety program is developed and maintained for all aspects of the program.
Essential Job Functions:
- Ensures day to day program success of a high quality Maritime Program including ensuring compliance with USCG, Texas Higher Education Coordinating Board, and SJC policies, requirements, and procedures.
- Grows credit and non-credit enrollments in headcount and contact hours.
- Identifies and recommends new and emerging programs for development through data gathering and establishment of focus groups/advisory committees.
- Develops relationships between the SJC Maritime Program, national organizations, companies, and governmental agencies.
- Establishes and maintains productive relationships with local, state, and national maritime training and educational organizations and governmental agencies including Congressional funding/policy officials, the Department of Transportation and the Maritime Administration.
- Works with college personnel on marketing and business development efforts to ensure adequate market penetration Collaborates with college personnel to secure grant funding to support programs.
- Develops and oversees budget projections and actuals in accordance with assumptions developed with college leadership.
- Oversees the recruitment, selection, orientation, and evaluation of highly qualified faculty and staff.
- Establishes and is responsible for a maritime safety program in coordination with the SJC safety official.
Additional Job Functions:
- Develop and make presentations to educational, technical, and civic groups.
- Attend professional organization and community meetings and related functions, locally.
- Keep SJC leadership appropriately informed.
Knowledge, Skills and Abilities:
- Knowledge of USCG Standards of Training, Certification and Watch-keeping (STCW)
- Skilled in strategic planning and needs analysis
- Skilled in budget development and monitoring
- Skilled in problem-solving and decision-making
- Ability to develop trusted relationships with other organizations and government agencies.

Required Education:
- Master's degree
Required Experience:
- 3 or more years of successful experience in budget management and planning
- Experience in strategic planning
Preferred Experience:
- 5-10 years of experience in the maritime industry
- 3-5 years successful experience in leadership of a maritime program at the post-secondary level.
- Holds or has held a USCG Merchant Mariner credential
- Military maritime training or maritime academy experience
Preferred Licenses/Certifications:
- Current or former USCG Merchant Mariner Credentials
Note: The duties of this position require a physical presence at the assigned on-site work location during unrestricted operations with very limited or no opportunity for remote work arrangements.
Salary Grade: 40
